Dr. Owen Palmer is a board-certified vascular surgeon dedicated to providing expert care for patients with aortic disease, carotid artery disease, peripheral artery disease (PAD), hemodialysis access needs, and venous disease. He has developed expertise in minimally invasive treatment of arthritis of the knee via geniculate artery embolization. With extensive experience in both hospital-based and outpatient-based settings, Dr. Palmer is committed to delivering cutting-edge vascular treatments that enhance patient outcomes and quality of life.

Education, Experience & Expertise

Dr. Palmer earned his medical degree from the University of North Carolina School of Medicine, where he was honored with multiple leadership positions and academic awards. He completed his undergraduate studies at UNC-Chapel Hill with a degree in Philosophy and Mathematics, graduating cum laude. Throughout his career, he has been recognized for his contributions to surgical education, research, and patient care, with numerous published studies in leading medical journals. He provides expert consulting work for medical device companies.

Dr. Palmer has served the surgical needs of patients in the Bay Area for nearly two decades. Prior to partnering with Hill Vascular and Vein Center, he acted as Vice Chair of Surgery at Mills-Peninsula Medical Center with Palo Alto Medical Foundation and previously led the Aortic Screening and Surveillance Program at Kaiser Permanente. His specialized training includes vascular surgery fellowship at the University of Southern California and a general surgery residency at Stanford University. Dr. Palmer is board-certified in both vascular and general surgery and holds certification as a Registered Physician in Vascular Interpretation (RPVI), ensuring the highest level of diagnostic accuracy in vascular imaging. He is considered a surgeon’s surgeon through his technical expertise providing exposure for anterior spine cases and enabling the resection of advanced cancers in need of complex oncovascular dissection and reconstruction. He has come in to save many patients for other surgeons and proceduralists who encounter unexpected acute bleeding. He takes the most pride in having saved many lives, legs and neurons during his time in practice. He enjoys the full breadth of vascular surgery from major operations to small clinic-based procedures

Geniculate Artery Embolization (GAE): A cutting-edge, minimally invasive treatment for chronic knee pain caused by osteoarthritis.
