Welcome Dr. Owen Palmer to Hill Vascular and Vein Center


We are delighted to announce that Dr. Owen Palmer, a skilled and compassionate vascular surgeon, has joined our team at Hill Vascular and Vein Center. With nearly two decades of experience in the Bay Area, we are excited to have him as part of our practice and look forward to the excellent care he will bring to our patients.

About Dr. Owen Palmer

Dr. Palmer is a board-certified vascular surgeon with a strong commitment to providing thoughtful, patient-centered care for a wide range of vascular conditions, including aortic disease, carotid artery disease, peripheral artery disease (PAD), venous disease, and hemodialysis access. He is also well-versed in minimally invasive techniques, such as geniculate artery embolization for treating knee arthritis.

Dr. Palmer’s approach to care is grounded in experience and sound judgment. He is focused on delivering effective treatments that prioritize patient well-being and long-term health. Whether through minimally invasive procedures or more extensive surgeries, Dr. Palmer ensures that each patient receives the best care possible based on their individual needs.

Expertise and Experience

Dr. Palmer’s wealth of experience comes from years of service at renowned medical institutions, including his time as Vice Chair of Surgery at Mills-Peninsula Medical Center and leading the Aortic Screening and Surveillance Program at Kaiser Permanente. He completed his vascular surgery fellowship at the University of Southern California and a general surgery residency at Stanford University. Additionally, he is board-certified in both vascular and general surgery and is certified as a Registered Physician in Vascular Interpretation (RPVI).

Dr. Palmer is known for his precision and technical skill. He has become a trusted resource for complex cases, providing critical care during unexpected situations such as acute bleeding and complicated cancer surgeries. He has a genuine passion for helping his patients, whether it involves major surgeries or less invasive procedures to improve their quality of life.

  • Varicose Veins: Treating venous reflux and varicose veins with minimally invasive techniques.
  • Geniculate Artery Embolization (GAE): Offering effective relief for chronic knee pain related to osteoarthritis.

When he’s not treating patients, Dr. Palmer enjoys spending time with his family and friends. He’s an avid hiker and enjoys snowboarding, as well as playing piano and learning guitar. He is also actively working on improving his Spanish, so feel free to practice with him if you speak the language!
